EXPI think, if you are offline for more than 3 days, your exp should start slowly dropping. This will stop the bunnies staying offline for weeks at a time collecting points but keeping the exp.
also
When you attack someone and win, they lose the the exp that you gain (you steal the exp from them).
This would get people dropping lvls if kept in the IW.
